The Nation's ESI

The ESI will provide policymakers with a guide to the emotional dimensions of the goals they have set themselves, whether these be to reduce crime, to rebuild communities, to enhance educational attainment or to meet the challenge of global competition.

The Index will map the role which the emotional environment has upon people's ability to be creative, resourceful and motivated; and the consequences which any shift in these qualities has on the overall vitality of our society.

It will bring together substantial information about what is happening emotionally in our culture, and present this data in a form that makes it possible for this to be correlated with other forms of statistical data.

The Index will enable us to account for the links between the social, the emotional and the economic, always acknowledging the indissoluble connections between the two.

The ESI will provide :

A diagnostic tool for the longitudinal monitoring of emotional and social well-being;

A strategy for developing hypotheses about the relationship between emotional well-being and economic        change;

A source of historical data to assist in assessing the likely consequences of particular changes, or sets of        changes;

A guide to positive action aimed at enhancing the emotional well-being of society.
