The association was formed in 1959 to provide sheltered housing for the Jewish community living in poor housing conditions mainly in the Cheetham area of Manchester and the Broughton district of Salford. The association operates under charitable rules and is recognised as a charity by the Inland Revenue. From its first sheltered housing scheme, the association operates primarily for the Jewish community with a range of accommodation focused on the elderly and those with learning disabilities.
A voluntary board of management is responsible for setting the policy of the association and ultimately responsibility for the overall control.

A total staff of some forty people are employed including a small head office staff of four. A chief executive reports directly to the chairman of the board and is responsible for the day-to-day running of the organisation.
