Labour Action in Acton since 1994

When campaigning for election in 1994, we stressed that a Labour Council would make the regeneration of Acton a major priority. In 1998 the Labour team was again returned for Acton and for Ealing as a whole to continue this theme.

The pledges that we made in 1994 have been turned into action through:

Ward Changes

In the next council elections to be held in 2002 the existing six Acton wards will be replaced with five different wards. Between now and then the local Labour Party will start to organise itself along the new boundaries. However, until election day in 2002 the existing Councillors will continue to represent the existing wards.

Heathfield Ward

Cllr John Cudmore is the Leader of the Council and has been a Councillor since 1982. He is employed at a Further Education College in Harrow. As Leader of the Council, he chairs the Policy and Resources Committee which decides the overall strategy of the Council. He also chairs the Regeneration Committee, and leads the Council’s work against crime and disorder and for community safety.

John also sits on the Education and Housing Committees, and is a governor of Acton High School. Outside the Borough, he represents London on the national Education Committee of the Local Government Association.

Cllr Liz Brookes is the Chair of the Social Services Committee and has been a Councillor since 1990. She has a long history of active involvement in the voluntary sector. As Chair of Social Services, Liz has led the Task Group delivering a better deal for children looked after by the Council. Liz also chairs the Council’s Health Committee, building the Council’s partnership work with the Health Service.

Outside the Borough, Liz is a member of the Social Services Panel of the London-wide Association of London Government, and has represented local government on national social service bodies.

Yvonne Johnson

Cllr Yvonne Johnson is the Deputy Leader of the Council and has been a Councillor since 1986. She is a school teacher. Yvonne chairs the Community Relations Committee, which coordinates the Council’s consultation, communication and democratic reform work. As a school governor, she chairs the Berrymede Infant and Nursery School Governors and the Acton High School Governors.

Yvonne also sits on the Education and Housing Committees, and leads the Council’s work on European issues. Outside the Borough, she represents it on the London Boroughs Grants Committee.

John Delaney

Cllr John Delaney is the Chair of the local Planning Committee, and has been a Councillor since 1994. He is a magistrate, tribunal member, and a former negotiator with airports. John leads the Council’s work on town centre improvement, and the nationally praised work against anti-social drinking and entertainment. He is Vice-Chair of both the Environment and Recycling and Waste Committees, and also Vice-Chair of the governors of West Acton Primary School.

Outside the Borough, John takes a prominent role in waste disposal issues. He represents London on the national Local Government Association Waste Committee ; and as the local member of the West London Waste Authority has promoted recycling and fought proposals for waste incineration plants.

Margaret Payne

Cllr Margaret Payne is the Vice-Chair of the Youth Committee, and has been a Councillor since 1998. She works in a legal firm, and has been elected by Labour Party members across London to represent them on the Labour Party National Policy Forum. As Vice-Chair of the Youth Committee, she has ensured that the voice of young people is heard in the Council as never before. Margaret is the first ever LB Ealing Councillor from an african-caribbean background.

Margaret also represents the Council on local Police working groups, and on the Middlesex Probation Committee. She is a governor of St Vincents Primary School.

Steve Donelly

Cllr Steve Donnelly is the Review Member for Policy and Resources Committee, and has been a Councillor since 1998. He is a computer analyst and a national negotiator for the trade union for telecommunications managers and professionals. As Review Member for Policy and Resources, Steve is leading the modernisation of scrutiny arrangements for back bench Councillors.

Steve is the Vice-Chair of the Licensing Panel, and also represents Acton on the Roads Committee. He is a governor of Derwentwater Primary School.

Cllr Kate Crawford is the Review Member of Social Services Committee, and has been a Councillor since 1998. She is a commercial artist, and has a long history of activity in voluntary sector groups dealing with special educational needs. As Review Member for Social Services, Kate has pioneered work to improve the life of children who the Council is looking after. She is also a member of the Nursery Schools Governing Body, and represents the Borough on the Joint Consultative Committee with the health authority.

Kate also serves on the Education Committee and the local Planning Committee, where she has taken a leading role in ensuring that more new developments are fully accessible to people with disabilities.

Tony Gray

Cllr Tony Gray is the Chair of the School Standards Committee, and has been a Councillor since 1998. He is a school teacher, and a former research associate at the Institute of Public Policy Research. As Chair of School Standards, Tony has closely monitored standards in our schools and taken action to celebrate achievement and act against poor performance. He is a governor of John Perryn Primary School.

Tony is also Chair of the Environment Advisory Committee which scrutinises all Council action from a ‘green’ perspective, working with Local Agenda 21 groups. Outside of the Borough, Tony sits on the London Ecology Committee which advises London Councils on ecology and nature conservation issues.

Phil Portwood

Cllr Philip Portwood is the Chair of the Resources Committee, and has been a Councillor since 1984. He works as a forward planning officer, and is also the current Deputy Mayor and Millennium Mayor Designate. As Chair of Resources Committee he has led the Borough’s work on limiting tax increases and attacking fraud. He also chairs the Council’s Pension Fund Panel and Freedom of Information Panel, and is a governor of Acton High School and John Perryn Primary School.

Outside the Borough, Philip is the local representative on the London Fire and Civil Defence Authority where he has successfully fought to save the second fire engine at Acton Fire Station. He also represents London on the national Public Protection Committee of the Local Government Association.
